This is the third major release in the Cats Effect 2.x lineage. It is fully binary compatible with all 2.0.x releases. Note that this version has not been released for ScalaJS 1.0.0 (final). There will be a 2.1.2 within the next few days which covers that version and drops support for 1.0-RC.
