Added i18n (Multi-Language) support and made builds reproducible

• Added support for multiple languages for the WebUI (thanks @missing233)
• Added translations for Japanese and Chinese Simplified (thanks @missing233)
• Added support for save hooks to the Configuration page, used to apply language changes immediately
• Added validation to the root_pwhash fwenv
• Added support for building a multicast_reset.img file which can be used for "Factory Reset" the stick with the multicast upgrader
• Firmware builds are now reproducible and will generate identical output files when using the same input files

Upgrade Instructions

If on the Basic firmware variant >= 2.1.0, use local-upgrade.tar in the WebUI or CLI tool.
If on Azores/BFW firmware or Basic variant < 2.1.0, use the Shell Upgrade Method.
