Improvements and Fixes

Consensus mechanism adjustment and related bug fixes, the chain needs to be reset.

• filter=5 will enable at height 203000
• The periods of pledge test is adjusted to: current term - 1 day lock, term 1 - 2 days lock (20%), term 2 - 3 days lock (50%), term 3 - 4 days lock (100%)
• The pledge transfer needs to be initiated 10 blocks after the pledge
