Dependencies:

• Rasterio allows Cython<=3.3 (gh-3639).
• Use GDAL 3.12.2 in wheels to avoid GDAL netCDF reader bug (gh-3640).

Bug fixes:

• The features.shape() function properly accepts a (dataset, integer) pair as
  source as advertised (gh-3638).
• Usage of a deprecated click function has been replaced (gh-3635).
• The PendingDeprecationWarning from affine 3.0.1 has been silenced (gh-3635, gh-3634).
• Several instances of Python files left unclosed by Rasterio have been tracked
  down and addressed (gh-3635).
• The stack() function can now accept WarpedVRT sources using the same
  compositing logic implemented previously in merge() (gh-3629).
• Use stricter and more correct type casting in the MemoryFile constructor
  to avoid invalid memory access on Windowns (gh-3631).
• Use "MEM" instead of "Memory" driver in _shapes() to avoid a problematic
  deprecation warning from GDAL (gh-3621). See also
  OSGeo/gdal#12102.
• Let shapes() take a tuple as advertised (gh-3638)
• Ensure COG dtype correct on write (gh-3652)

Packaging:

• Wheels include GDAL 3.12.2, netCDF 4.10.1, cURL 8.20.0, and PROJ 9.8.1.
• Wheels update HDF5, Expat, libexpat (gh-3645, gh-3651)
• Python 3.15 wheels for Windows ARM (gh-3622)
