icclim 7.3.0 adds configurable ECA&D and WMO completeness policies, optimized exact percentile-bootstrap execution, and practical guidance for high-throughput station workflows.

Highlights:

• ECA&D ATBD section 5.1 valid-day rules are now the default completeness behavior.
• New completeness profiles: ecad, wmo, strict, none, or a configurable minimum valid fraction.
• Exact percentile-bootstrap acceleration now covers aggregate and compound spell indices, including aligned multivariable cftime inputs.
• New station-workflow documentation covers vectorized station dimensions, bounded batching, grouped output, and accurate timing of lazy computations.
• Development and documentation dependencies were refreshed to patched releases.
