This patch release fixes the Dask regression introduced by strict completeness masking in 7.2.0.

• Completeness masking remains lazy for Dask-backed inputs; constructing an index no longer executes the Dask graph.
• Spatially varying seasons now distinguish intentional out-of-season cells from genuinely missing observations.
• Output variables record the resolved completeness policy, method, and options for reproducibility and future ECA&D/WMO policy support.
• Existing allow_missing_periods and allow_partial_final_period behavior is preserved.

The fix was validated against CMCC-ESM2 daily maximum temperature data for 1971-2000 under Slurm. Results were bit-for-bit identical to an independent xarray reference, with no construction-time Dask execution.
