Build the VPC-SC psc_endpoint URL as http://{psc_endpoint}:{port} in Sandboxes.send_command and ws://{psc_endpoint}:{port} in Sandboxes.generate_browser_ws_headers, instead of https://{psc_endpoint} on 443. The sandbox router pod serves plain HTTP on the caller-supplied port (default 8080) and does not terminate TLS on 443, so the prior URLs hung on ConnectTimeout. Non-VPC-SC branches are unaffected.
