This release adds new formatting and handler options, including base_path for LineFormatter, a global timezone option, an expand_newlines option for error_log, an rfc option for syslogudp, and extra parameters for the native mailer. The Google Cloud formatter is now available among the default services, disabled handlers are skipped when building group handlers, and all handlers are explicitly closed on kernel shutdown.
