Patch release with two fixes: stubs now load when the plugin runs from psalm.phar, and Laravel 13.40's new $strict flag on request data casts is accepted.

• Fix the plugin registering no stubs at all when it runs inside psalm.phar (Psalm 7 bundles the plugin there) (#2202)
• Support the Laravel 13.40 $strict parameter on str(), string(), boolean(), integer() and float() on Request, ValidatedInput (#2200)
