v4.16.5 moves the Psalm 7 floor to 7.0.0-beta23.

Requirements

• Require vimeo/psalm ^7.0.0-beta23 and psalm/psalm-plugin-api ^0.3.0. Psalm 7.0.0-beta23 pins psalm/psalm-plugin-api 0.3.0, so v4.16.4 could not be installed next to it (#1606)

Fixes

• Report a taint flow into a shared sink even when another flow into the same sink is exempt: a dangerous ResponseFactory::make() call is no longer hidden by an attachment download elsewhere in the project (#1606, via vimeo/psalm#12037)
