Testing
- Emulator tests now run without real credentials or a Firebase project, including on external contributor PRs.
- Added support for using the Realtime Database emulator without Google credentials or an OAuth token exchange.
- Added support for using the Authentication emulator without Google credentials. Custom token generation still requires signing credentials.
- Simplified local integration test setup with helper scripts and a testing guide.
