Improved error handling:

• On error while setting up a resource, continue setting up remaining resources (see #220);
• On error while setting up a resource, include the full resource in the error message (see #220);
• On communication error, include the protocol, host, and port in the error message (see Slack);
• Eliminate duplicate error message on communication errors;
• Check config.websocketport each time before (re)opening the deCONZ websocket (see Slack).

Fixed bug causing a setup error when config.battery is 0 (see #220).

Bump deCONZ version to 2.04.92.
