BREAKING CHANGES

• mf_existvarlist no longer aborts on blank libds/varlist

• it warns and returns 0, so a caller that relied on the hard stop must
  add %mp_abort(iftrue=(%mf_existvarlist(&libds,&varlist)=0), ...) where
  it wants that outcome.
