Updated the contributing guide's monorepo architecture diagram and package and example listings.

The experimental unstable-exhaustive-deps rule (introduced earlier in the v5.30.0 beta cycle and never part of a stable release) moved from eslint-plugin-react-x (react-x/unstable-exhaustive-deps) into @eslint-react/eslint-plugin's own src/rules, the new home for unstable rules that are under active development. It was also removed from the all and disable-experimental presets while incubating; it can still be enabled manually as @eslint-react/unstable-exhaustive-deps. (#2097)
Refactored the rule scaffolding script and unified website-update constants. (#2096)
Refactored the publish workflow trigger, pinned zizmor through its official action, and refreshed the GitHub templates and security policy.
