  * sound: Limit amplitude of phone-hangup.
    This bring is more in line with other sounds and hence it doesn't appear
    louder.
    While at that insert a bit of silence at the start and use a low pass to
    get rid of the clicking.
  * sound-theme-phosh: Fix typo
  * sound-theme: Add cellbroadcast sound.
    This is temporary until we have a nicer one.
  * packaging: Let changelog hook handle rc versions.
    This allows our release pre script to work for RCs and actual releases.
