Reconfigures environment variables and handling for user/organization registration permissions. ENABLE_OPEN_USER_REGISTRATION is now deprecated. In its place, ENABLE_USER_REGISTRATION (default true) and ENABLE_ORGANIZATION_CREATION (default false) should be used. When ENABLE_USER_REGISTRATION is set to false, only the first user on an instance will be able to register through the frontend. Subsequent users must be added by a superuser on the backend.
