Added

• New Proxy Models for User and Permissions, allowing us to internally typehint and extend the existing Django models easier. This will cause Django to detect a migration change, but there is no functional change to these models.
  

• More Admin commands to Django Admin > User, that used to be behind manage.py commands.

  Fixed

• allianceauth.fleetactivitytracking monthly stat view

• allianceauth.notifications unread count being innacurate on first page load.

• Attempt to stop creating additional callbacks repeatedly in mumble authenticator

• Duplicate dropdowns on serverside rendering with filterDropDown.js
