fix(settings): kernel download false "Access denied" after install

• Verify the mihomo binary with clash -v instead of test -x, which is
  not allowed by the rpcd ACL and caused a spurious error even though
  mv/chmod had already succeeded. Use fs.stat for mode in the warning path
  and allow /bin/rm in ACL for pre-download cleanup in /tmp.
