Added

• Shadow-only tool surface — hook-covered clients (Cursor, Codex, Windsurf) now
  advertise only ctx_call (~73 tok/turn) instead of the full MCP surface (~2400 tok).
  Native Read/Shell/Grep/Glob are compressed transparently by installed hooks, reducing
  per-turn tool schema overhead by ~97%. Configure with tool_surface config key
  (auto | shadow | mcp).
• Multi-client hook coverage detection — client_hook_covered now verifies hooks
  for Codex (hooks.json PreToolUse deny + codex-pretooluse) and Windsurf
  (hooks.json pre_mcp_tool_use rewrite + redirect) in addition to Cursor.
• Lifecycle benchmark harness (bench/lifecycle/) — reproduces OpenCode-style
  tasks with Codex CLI agents for both lean-ctx and bare arms, enabling automated
  efficiency measurement.
• IDE integration rules — .clinerules, .cursorrules, .windsurfrules,
  .github/copilot-instructions.md for multi-IDE support.

• Business plan merged into Team — the business billing plan is consolidated
  into team (unlimited seats, 20 GB index, OIDC SSO, 365-day audit). The business
  wire ID maps to team for backward compatibility.
• Auto-mode resolver compression improvements — edit quality fallback now uses
  signatures instead of full; .astro and 14 template extensions recognized as
  code; large config files (>1000 tok) get map mode; large prose files (>2000 tok)
  get aggressive compression. Projected session compression improves from 31.8% to 73.2%.

Fixed

• SDK Conformance Matrix — unknown tool calls now return METHOD_NOT_FOUND (-32601)
  instead of INVALID_PARAMS (-32602), preventing the INVALID_PARAMS soft-error
  conversion (PR #1410) from making unknown tools appear successful via the HTTP API.
• Shell allowlist — python3 -m <module> no longer flagged as bare interpreter
  stdin, fixing benchmark harness execution.
• Clippy unwrap_used — replaced all unwrap() calls across 26 production files
  with .expect(), ? propagation, or .unwrap_or_else(). Removed the blanket
  -A clippy::unwrap_used CI allowance.
• Trailing-comma clippy warnings in policy_gate tests.
• INVALID_PARAMS soft error — Devin/Windsurf clients no longer crash on -32602
  JSON-RPC errors; converted to tool-level errors with descriptive messages.
• Codex hooks consolidation — standalone observe hooks migrated, MCP timeouts added.
• Schema diet revert — R15/R15b experiment removed after benchmarks showed +42%
  token overhead instead of savings.
• Policy gate test flakiness — unified serial group for budget + rate tests.
