Improvements

- Start-up sync now yields after each agent's part so page reads and changes go through first.
- Update checks now use the GitHub token from Settings and report when GitHub's rate limit is reached.
Bug Fixes
- Saving a routing group no longer waits on a Codex usage read, and the saved row scrolls back into view.
- A subscription's place in the order now holds when its plugin uses the other ID.
- Older well-known kits group as one source again.
- Magpie can now reach a ZCode whose data was moved to another folder.
- Updates found before release notes are available now fetch the notes on the next check.
- Held routing rules fail over within the member they chose, and outside fallbacks aren't kept for the turn.
- ZCode calls no longer include cache in input, so Requests page hit rates are accurate.
- Leftover text between a GLM tool call and its close is no longer sent as text.
