Fixes for update checking and a regression in 1.0.15.

Clippy not checking for updates when it starts
Launching Clippy never looked for a new version. Sparkle's own schedule only runs 24 hours after the previous check, and nothing else asked at startup — so restarting the app, however many times, wouldn't find a release that had just shipped. It now checks a few seconds after launch, quietly: a notification and a dot on the menu-bar icon, never a dialog over what you're doing. Setting update checks to Never still turns this off.

Picking it from the menu-bar icon appeared to do nothing at all, while Check Now in Settings worked instantly. Clippy runs without a Dock icon, so Sparkle's window was opening behind whatever was in front. Clippy now comes forward first, from every route into the check.

Permission prompts opening twice
Asking for Accessibility or Screen Recording could open macOS's own dialog and the System Settings pane at the same time — two windows for one action. Only one appears now: the dialog when macOS will show it, the Settings pane when it won't.
