技能库没变时，改过的副本不再被覆盖 — 以复制方式部署的 Skill，在 PresetBar 应用 Preset、从「添加 Skills」弹层添加、批量部署、安装后的同步，以及内容没变的更新或重新导入时，都会被重新复制一遍，你在 Agent 目录里做的修改随之丢失。现在只要技能库的内容和部署时一样，这些操作就不动副本，和启动时的同步一致。技能库真的更新时，副本仍会被替换，和以前一样。这样的副本要等下次内容变化，或取消部署后重新部署，才会改成链接（#598）。
skills-manager-cli skills check 会检查本地 Skill — 以前对从本地文件夹安装或导入的 Skill 直接跳过，输出 skipped: true。现在和应用一样，拿它和源文件夹比对，报告 up_to_date、update_available 或 source_missing。本地检查每次都实际执行，更新检查的缓存只用于 Git 来源。来自网站的 Skill 仍然跳过（#597、#590）。

启动同步用来判断「已部署的副本是否仍是最新」的检查，抽成了一个函数 recorded_target_is_current，五个同步入口都调用它。只看调用方 Agent 自己的记录，所以多个 Agent 共用一个技能目录时（amp 与 replit、cline 与 warp），行为和以前一样。副本的位置上放着文件或指向别处的链接时，启动同步现在会报告拒绝写入，而不是静默跳过（#598）。
skills/manage-skills 补充说明：本地 Skill 的 check 比对的是什么，update_available 和 source_missing 是什么意思（#597）。

Copies you edited in an agent's folder are no longer overwritten by routine syncs while the library is unchanged, and the CLI's skills check now checks skills installed from a local folder.

Edited copies stay put while the library is unchanged — For skills deployed as copies, applying a preset from the PresetBar, adding skills from the Add Skills sheet, batch deploys, the sync after an install, and an update or reimport that changed nothing all copied the skill again, which threw away edits made in the agent's folder. These now leave the copy alone while the library's content is the same as when it was deployed, as the startup sync already did. When the library does change, the copy is still replaced, as before. Such a copy switches to a link at the next content change, or when you undeploy and deploy the skill again (#598).
skills-manager-cli skills check checks local skills — It skipped skills installed from a local folder or imported, and reported them with skipped: true. It now compares them with their source folder, as the app does, and reports up_to_date, update_available or source_missing. Local checks always run; the update-check cache is only for Git sources. Skills from websites are still skipped (#597, #590).

The startup sync's check for whether a deployed copy is still current is now one function, recorded_target_is_current, and all five sync paths call it. Only the calling agent's own record counts, so agents sharing one skills folder (amp and replit, cline and warp) behave as before. When a file or a foreign link sits where the copy should be, the startup sync now reports the refusal instead of skipping it silently (#598).
skills/manage-skills now explains what check compares for a local skill and what update_available and source_missing mean (#597).
