- Codex 技能重新可见 —— 技能现在部署到
~/.codex/skills/，也就是 Codex CLI 实际读取用户级技能的位置。此前版本写到了~/.agents/skills/，导致已安装的技能在 Codex 中根本不显示；旧路径保留为发现回退，已有安装仍会出现在 Codex 标签页（#182）。 - 不再因失效预设而启动崩溃 —— 修复了一个外键 panic：当某个预设仍引用已被删除的技能时，应用可能在启动时崩溃。现在重建索引时会跳过（并记录）这些失效成员关系，而不是中断启动（#170）。
开发者与治理更新
- 同步日志更安静也更有用：去掉了多余的
package-lockpeer 标记噪声，并在跳过失效预设成员关系时给出告警，同时新增覆盖「成员关系指向不存在的技能或预设」的回归测试。 - 重构了两个 CHANGELOG 文件和 release notes 模板，统一为三段面向受众的结构（发布概览 / 用户可见更新 / 开发者与治理更新），取代旧的 Added/Changed/Fixed/Removed 划分。
- release notes 现在会自动注入元信息 —— 发布日期、上一个 tag→当前 tag 的对比链接、以及校验状态区块 —— 并通过 awk 过滤掉空段，避免半填写的条目泄漏占位标题。

Release Overview
- A maintenance release that fixes a startup crash and makes skills visible to the Codex CLI again.
User-facing
- Codex skills are visible again — Skills now deploy to
~/.codex/skills/, which is where the Codex CLI actually reads user-level skills. Earlier builds wrote them to~/.agents/skills/, so installed skills never showed up in Codex; that path is kept as a discovery fallback so existing installs still surface in the Codex tab (#182). - No more startup crash from stale presets — Fixed a foreign-key panic that could crash the app on launch when a preset still referenced a skill that had been deleted. Stale memberships are now skipped (and logged) during reindex instead of aborting startup (#170).
Developer & Governance
- Sync logging is quieter and more useful: dropped the spurious
package-lockpeer-marker noise and now warns when a stale preset membership is skipped, with a regression test covering memberships that point at a missing skill or preset. - Reworked both CHANGELOG files and the release-notes template around three audience-aware sections (Release Overview / User-facing / Developer & Governance), replacing the old Added/Changed/Fixed/Removed split.
- Release notes are now assembled with auto-injected metadata — release date, the previous-tag→current-tag compare URL, and a verification block — and an awk pass strips any empty section so half-filled entries can't leak placeholder headings.
