Up pgBackRest version to 2.37 in docker image #25:

• Up pgBackRest version to 2.37 in docker image. Add specific tag for the base image 2.37-v0.9.
• Fix the problem with object stores certs (add ca-certificates in base image version v0.9).
• Fix tests and update README.
