Move planning reference docs (example PRDs, Program Goal Charter template) from process/context/planning/ to process/development-protocols/references/ — the context folder is now purely project-specific knowledge with no harness files.
CLAUDE.md and AGENTS.md are now smart-merged on vc-update: the agent applies harness methodology changes (new protocol entries, reference doc links) while preserving project-specific sections (context groups, tech stack, features list) — no more manual reconciliation needed.
Also adds Program Goal Charter + Autonomous Session-Goal Variant to phase-programs.md, GitHub Release creation to vc-publish, and cleans up the manifest (copyIfMissing cleared, strip list cleared).
