Introduce initial werf bundle apply command
Publish (no kubernetes connection needed):
cd werf-project
werf bundle publish --repo REPO --tag TAG
Apply (Kubernetes connection required, no werf project needed):
werf bundle apply --repo REPO --tag TAG
