[testdriver] Add test_driver.bidi.bluetooth.simulate_adapter (#49193)
Add test_driver.bidi.bluetooth.simulate_adapter method matching bluetooth.simulateAdapterWebDriver BiDi command and extend the documentation.
RFC is not required, as the method matches a WebDriver BiDi command.
