Sort out view transitions layered capture flags
- Remove ViewTransitionLayeredCapture from "experimental" status
- Instead, test it in a virtual test suite, to not affect existing
tests. - Also add the flag to about:flags (We can enable it in Canary via
Finch) - Change tests to be tentative
