WebNN: Add IDL and mojo definitions for cumulativeSum operator
This CL adds IDL and mojo definitions for cumulativeSum operator which
is proposed by WebML WG 1.
This CL also implements data type limits, inputs validation and adds
validation tests for cumulativeSum operator.
