Enable ARA filtering ids by default
[NEEDS TO LAND ON JULY 18]
Makes the AttributionReportingAggregatableFilteringIds feature enabled
by default. The result is that aggregatable reports are now created with
version "1.0" and the contributions include an "id" property which is
set to "0" by default.
This CL updates all affected tests to reflect this change.
