Prerender: Add WPTs for No-Vary-Search hint
This CL adds WPTs for No-Vary-Search hint with speculation rules
prerendering.
To reuse test cases that have been used for No-Vary-Search hint with
prefetching, this CL adds a common script file: hint-test-inputs.js.
Similarly, a common test helper function is moved to test-utils.js.
This test infra is not perfect yet. In some cases, the tests could pass
without actually using the No-Vary-Search hint. See the TODO comment in
no-vary-search-hint.https.html for details. This will be fixed later.
Also some test cases are tentatively marked as failure. We will address
them in follow-up CLs.
