Fixes the logon re-apply so the tuning you validated is the tuning you get at every boot.
The driver's reported V/F curve shifts with core temperature, so replaying an absolute clock target at logon could drift from the validated tuning by the thermal shift between the original read and the boot-time read. The logon task now persists the clock cap-relative and re-resolves it against the boot-time curve, reproducing the validated frequency offset at any boot temperature. The voltage cap and memory clock are unaffected (their references are static).
