Recalled code changes keep library edits ahead of *_test.py files and leave
out scratch *_test.py files written outside a test directory.

Fixed

• FinalChanges classifies *_test.py files alongside test_*.py as tests,
  so library edits appear before test edits in a recalled session's code changes
  and scratch *_test.py files outside a test directory are left out (#5751).

Changed

• The README, architecture guide, roadmap and site lead with codex,
  opencode, cursor and claude on equal footing, and internal benchmark
  stands were removed from scripts/ (#5751).
• The release follow-up workflow opens the manifest and extension version
  catch-up pull request automatically when RELEASE_PIN_TOKEN is set (#5749).
