open-vm-tools 13.1.0 release based on build 25218885

Support for GNOME Toolkit version 4.
This release of open-vm-tools supports building with either the GNOME Toolkit version 4 (GTK4) or to continue using version 3 (GTK3). The configure script will accept options to restrict the build to either GTK3 or GTK4. If no restriction is applied, the latest version for which the required development package(s) are installed will be used. Please see the What's New section of the Release Notes for details.
