Bugfix for local_stop exceptions and start/stop vehicle position

• when a local_stop setup had an exceptional non-service day after midnight then the gtfs2 integration would not pick it up
• when a start/stop setup, using realtime vehicle data, had no route_id then the gtfs2 integration would not pick it up

Code reduction:

• for local_stop setup removed all references to a config with 'include tomorrow', as this option is not available since long
