Added -best-by ping|speed: -best/-conf and both tables can now pick
the fastest endpoint instead of the lowest-latency one. -best-by speed
runs the speedtest phase by itself, even under -best/-conf -.

• -conf-type mihomo-json writes the same proxies as a JSON array
• fix: mihomo wireguard proxies now use the peers: list instead of
  mihomo's legacy top-level syntax
