⚠ BREAKING CHANGES

• ENVELOPE_VERSION is now 2.2. data.complete is present on every successful snapshot, and a snapshot that exhausts its budget returns ok: true with complete: false where it previously returned a TIMEOUT error. Callers that branched on TIMEOUT to detect an oversized tree must read complete instead.
