Phase 291 — Liv command bar (topbar → Liv AI).
Click the LivOS logo to morph the topbar into a Liv composer; type a command and the streamed answer appears in place. Wired to AionUi (the live Liv): prime the session, create an ACP conversation, and stream the reply over the chat WebSocket. Tool/approval-heavy or failed commands surface an "Open in Liv ↗" escape hatch that opens the full Liv window.
Frontend-only (no backend/Caddy change). Composer selectors: Agent (live /liv/api/agents) + Permission (auto-approve toggle).
Box-UAT: after Update, click the LivOS logo and run a command.
