Fixes 'App Store install does nothing / starts then reverts to Install'. appEnvironment('up') ran a detached docker compose up on the now service-less legacy-compat compose, which exits 1 ('no service selected') on current Docker Compose and threw out of the install path (apps.ts:715). Drop --build/--detach + tolerate the benign non-zero exit. Pairs with the v44.42 platform-api-key self-heal + host-console visibility.
