Liv (the AI chat) can now launch installed LivOS apps AND user WebApps by name as real windows in the user's logged-in profile — no throwaway browser.

- Tool-description + agent-persona steering so the agent calls computer_application for 'open ' requests (no more 'I'm just a terminal agent').
- No longer fails the launch by screenshotting a dead :1 (per-app Xvfb streams).
- Auto-create: opening an unsaved site (e.g. youtube.com) creates the WebApp (adds to desktop) and opens it — never falls back to another browser.
- Liv persona CLAUDE.md seeded (desktop-user-aware) for fresh install + update.
- De-hardcoded luse env (slug/XAUTHORITY) for non-bruce boxes.
