A written scope: what Yuvomi will not become. docs/SCOPE.md names three
boundaries that used to be re-argued in every second thread - direct bank connections, third-party
services in the core, and the dependency rule - and says for each one what is ruled out, what is
still open, and why. It is linked from the README, the backlog and the contributing guide, so a
feature request that runs into one of them gets an answer that does not depend on which thread it
landed in.

GET /api/v1/budget/plans reports isCurrentMonth, and over/met are null outside the
current month. The planned, actual, remaining and ratio fields are unchanged. If you read
over as a plain boolean, treat null as "no verdict available" rather than as "within budget";
the reason is in the Fixed entry below.

The budget plan no longer passes judgement on a month that is already over. Editing a
plan changed the "over budget" verdict on months that had long closed: lower your grocery
budget today, and last August turned red for spending that was within the plan you
actually had at the time. The plan is deliberately one steady amount per category rather
than a value per month, and nothing records what it said back then - so for any month
other than the current one, Yuvomi now shows the planned and actual amounts and says
plainly that it is measuring against your current plan, instead of declaring a winner.
