txlog/server v1.38.1

This maintenance release moves Txlog Server to Go 1.27.2 and refreshes its dependencies. Nothing changes in the API, the database schema or configuration, so upgrading from v1.38.0 is a drop-in replacement.

Improvements

• Build the server with the Go 1.27.2 toolchain.
• Update the authentication libraries: go-oidc to 3.21.0, golang.org/x/oauth2 to 0.37.0 and go-ldap to 3.4.15.
• Update golang-migrate to 4.20.1, used to run migrations at startup.
• Update swag to 2.0.0-rc6, used to generate the Swagger docs, and golang.org/x/sync to 0.24.0.
• Update indirect dependencies, including golang.org/x/crypto, golang.org/x/net, quic-go and Gin's validation stack.

• Update the installation instructions in the README for Go 1.27.2.
