Hyprland build kit for Omarchy stable x86_64

This immutable kit rebuilds the optional Cua Hyprland plugin from
Driver 0.26.1
against the measured omarchy-stable-20260910 profile. It contains source,
packaging tools, checksums, and provenance—not a prebuilt or Omarchy-signed
plugin package.

• Source: cc54254464c0c9aebfd6547fe7e4a0ceaf0456d7.
• Tooling: 67f89ceb47edd973aa748820eadd02ddbfb3d3e4, merged through
  #3698.
• Environment: Hyprland 0.56.2-2, GCC 16.2.1 20260810, and the exact
  compositor, header, compiler, and runtime identities in the profile.
• Qualified client/app pairing: actual Omarchy cua-driver-bin 0.24.0-1
  with native Wayland Inkscape 1.4.4-6, two independent input lanes, and the
  canonical US keymap. The plugin version does not identify the tested Driver
  executable version.

Verify the archive against its published SHA-256 and review the profile before
using it. The kit requires mandatory build tests, exact compatibility checks,
deliberate activation, and a fresh compositor session for package replacement.
Its provenance intentionally does not assert native certification; the bounded
native evidence and limits are recorded separately in #3698.

Omarchy #346 remains the
downstream integration. Omabot replay, a named Omarchy release owner, deliberate
signing/publication, and a fresh signed-consumer check remain required. This
release does not make the optional plugin available through Omarchy's package
repository.
