creates a GitHub Release, and publishes the OCI Helm chart.

Overview
Bumps the trueforge Helm chart for the next RC cut so installs pull the matching application image.
Chart.yaml moves version to 0.1.6-rc.1 and appVersion to 0.2.0-rc.1 (from 0.1.6-rc.0 / 0.2.0-rc.0). values.yaml sets image.tag to 0.2.0-rc.1-a5f8116, replacing the prior 0.2.0-rc.0-8e9f92d build. A stray blank line under priorityClassName is removed; no runtime or template behavior changes.
Merging is intended to tag charts/trueforge@0.1.6-rc.1, cut a GitHub Release, and publish the OCI chart.
