For the 1.x line (Filament 3).

• The page builder now requires the update ability on the page to edit it or save sections. Register a policy for TomatoPHP\FilamentCms\Models\Post; without one, nobody can edit pages from the toolbar.
• The legacy Splade builder routes are now off by default. Turn them on with FILAMENT_CMS_BUILDER_ROUTES=true if you use them.
