Fixes partial settings updates and updates gopsutil.
Settings
- Keep saved settings that are left out of an update. Sending only some fields through the API or WebSocket no longer resets the rest to their defaults.
- An empty list in an update now clears the saved list instead of keeping the old entries.
Dependencies
- Update gopsutil to 4.26.9, which also brings in purego 0.11.1 and a newer perfstat.
Maintenance
- Update wrangler to 4.145.0, the shared workflows to 20261001.2 and the mise action.
- Skip repeat mise setup within the same CI job, which avoids a Windows CI failure when mise updates itself.
