Fixes the web client served by System Bridge, which stayed on "Connecting". Home Assistant and the connectors weren't affected.
Web client
- Bundle one copy of Effect, so the web client can connect again. The build included a second copy through the connector, and the connection never finished with both (#4595)

- Restore the backend's original executable after the dev backend stops
