Development builds now report the latest dev commit as a full version in the same format as their own, rather than a short commit hash. No changes for release builds.

Development builds

• Report version_latest as the version a build of the latest dev commit would have, such as 5.22.1.dev7063+gbfe166d for the Arch system-bridge-git package or 5.22.0.dev0+bfe166d for CI builds, rather than its short commit hash
• Only set version_newer_available when dev has commits the build doesn't, so a build with local commits isn't told to update

• Describe the new version_latest format for development builds in the data API

Maintenance

• Update Python to 3.14.10 for development tooling, and update the shared agent skills
