Removed Winring0 dependency and replaced with PawnIO - No longer flagged or disabled by Windows Defender Antivirus

Upgrade notes:
SidebarDiagnostics is now a .NET V8 application built to a support minimum of Windows 10.
Only standalone build supported at the moment.
Known Issues:
The standalone build will not auto-update.
a number of hardware IDs were lost in the Winring0 to PawnIO transition due to the upstream change in LibreHardwareMonitor. This means some monitoring values may still show zero. This can only be fixed when that missing chipset is added to LibreHardwareMonitor
Standalone Installation:
To run the app without installing, download the the zip file, extract it to a location of your choice and run "SidebarDiagnostics.exe". If you have an existing settings.json that can be copied into the folder its running from.
