Slimarr 2.1.0.0 - French-dub releases blocked, blacklist enforced, dependency security upgrades.

• Fixed: French-dubbed releases (VFF, VFQ, VFi, VF2, TRUEFRENCH) were being grabbed
  when they were tagged MULTi. MULTi exempted a release from the English-audio requirement,
  and the French version tags weren't recognised at all. A release with a French track and no
  English track is now rejected while English is the preferred language. Plain MULTi releases
  with no named language are still allowed.
• Changed: Removed the "Optional AI Reranking" settings panel. It was a no-op: the only shipped
  provider does nothing, and the settings were never read.
• Changed: Dead code removed (unused helpers, a duplicate envelope model, an unused background-task
  guard, an unused frontend component and hook). Duplicate UTC helpers consolidated into backend/utils/clock.py.
  Upload-health scoring now batch-fetches in the search test harness, and the synchronous SQLite side
  channel is gone. Lightweight migrations are table-driven.
• Changed: Dependencies trimmed: passlib replaced by bcrypt (existing password hashes still verify),
  aiofiles replaced by asyncio.to_thread, and unused python-multipart, pydantic-settings, and
  python-dotenv removed.
• Improved: Icon-only refresh buttons on the System page now have accessible names and tooltips.
• Security: Upgraded fastapi 0.115.6 → 0.120.0 (starlette 0.48.0), pyjwt 2.10.1 → 2.15.1,
  and python-socketio 5.12.1 → 5.17.0 to clear open Trivy alerts on the container image. Starlette's
  newest releases were not adopted: fastapi 0.143 drops response_model from several routes, which
  changes the OpenAPI contract, so it needs its own pass. The base-image OS alerts clear on the next
  image rebuild.
• Changed: CI now tests on Python 3.13 as well as 3.11 and 3.12.
• Upgrade note: the recommendations.ai config block is no longer read. Existing keys are ignored.
• Fixed: failed releases were re-grabbed every cycle. The orchestrator picked the top-scored accepted
  release without checking the blacklist, so an aborted NZB (e.g. a French-dubbed MULTi release) was
  submitted again and again. Blacklisted releases are now excluded before selection.
• Fixed: streaming availability for recommendations was never refreshed automatically, so the health
  matrix stayed "degraded" with a stale cache. A daily job (12:30) now refreshes up to 50 stale candidates,
  and only when recommendations are enabled and a region is set.
• Fixed: the Dashboard "Configure Search Provider" step ignored direct indexers and stayed incomplete
  when only those were configured.
